The Wyoming State Treasurer's Office is seeking a detail-oriented and motivated Compliance Analyst to join our team and support the organization's efforts to ensure adherence to all applicable Wyoming Statutes, Executive Orders and Administrative Rules. This position plays a vital role in upholding our legal, ethical and procedural standards.

Responsibilities

  • Facilitate adoption and customization of STO's third-party compliance system
  • Assist in the development, distribution and maintenance of compliance documentation, including disclosure documents, gift logs, pre-trade clearance requests, travel and entertainment logs and manager attestations
  • Assist in the development and maintenance of compliance training materials. Schedule staff training. Document training attendance and the collection of comments and questions from training
  • Monitor both pre-trade (Bloomberg) and post-trade (JP Morgan) compliance reporting
  • Research and escalate pre-trade and post-trade compliance notifications
  • Develop the capability to inventory, review, edit and create rules in Bloomberg and request rule changes in the JPMorgan system
  • Assist in the development of various compliance and proxy voting reports. Produce and maintain those reports as required
  • Maintain lists of all accounts in compliance and proxy voting systems, ensuring that all relevant accounts are live and active in the required systems
  • Monitor proxy voting reports, ensuring that all ballots have been received and can be voted on, and all votes are scheduled to be voted on as per policy
  • Miscellaneous tasks as assigned

Skills

  • Bachelor's Degree (typically in Finance)
  • 0-3 years of progressive work experience (typically in Statistics)
  • 4-6 years of progressive work experience (typically in Statistics) if education is not met
  • Knowledge of financial and investment markets
  • Knowledge of financial research and reporting methods and tools
  • Knowledge of federal, state and local laws and regulations
  • Knowledge of data management using a variety of reporting and database systems
  • Knowledge of Excel, Word and PowerPoint
  • Candidates are required to undergo a criminal background check requiring fingerprinting
  • Understanding of financial markets
  • Excellent written and oral communication skills
  • Ability to read, understand and explain legal and compliance documents
  • Excellent organizational skills and attention to detail
  • Bachelor's degree in finance or economics
  • Experience in investments, investment accounting or financial audit
